Summary:
This job holder oversee the day-to-day HR operations at BJCH, BJWFOE and BJRO to ensure effective service delivery in support of business lines and local regulatory and Club compliance.
This job holder works closely with business partners in non-operation department, delivering Human Resources services to support the achievement of business objectives. Key responsibilities include working closely with business partners to understand operational challenges and goals in departments, providing HR planning and solutions; enhancing organizational effectiveness through job design, headcount budgeting, and productivity optimization; and managing end-to-end processes in talent acquisition, performance management, employee relations, training, and development.
This position reports to the Senior Manager, HR.
Major Task:
1. HR Operations Management
Provide strategic oversight and/or real operational daily support for HR operations
Optimize HR processes and ensure efficient service delivery
Drive process harmonization across BJCH and BJWFOE to standardize HR operations and improve efficiency
Drive continuous improvement in HR processes, systems and practices
Lead the team and work with HRBFs to ensure efficient, accurate and compliant handling of the following HR operational processes
Conduct HR audits to identify gaps and areas for improvement in BJCH and BJWFOE operations
For BJWFOE, in conjunction with FESCO, responsible for monthly payroll processing, social insurance payment and commercial insurance plans, tax filing, attendance and leave management etc;
For BJRO, collaborate with FESCO and Corporate HRBF on the monthly payroll, social insurance and attendance.
Manage Compensation and Benefits programmes and processes
Maintain HR Systems/records and generate HR reports
2. Major HR Processes Management
Performance Review: act as the process owner to ensure annual performance goal setting and performance review in line with the corporate timeline and guideline
Pay Review and Salary Scales Review: act as the process owner and participate in the annual salary survey
HR Budgeting: act as the process owner; work with finance team to monitor and analyze employee cost
3. HRBF Role
Job design, headcount budgeting, and productivity optimization
Talent acquisition: guide and support managers manage the end-to-end recruitment process
Performance management: guide and support managers through the entire performance management cycle.
Employee relations: assist direct manager to handle employee case
Training, and development: work closely with the line managers to identify the department capability gaps.
Supports Corporate HRBF in providing local site assistance to Secondees; Ensure proper handling of Secondee visas/work permit application, local employment contracts, tax filing, social insurances etc. to ensure legal compliance.
Qualifications / Experience
Bachelor’s degree in Human Resources, Business Administration, or related field.
Minimum of 5 years of experience in HR, with at least 2 years in a managerial role
Strong knowledge of HR Operation, payroll, HR systems(SuccessFactor )
Expert understanding of Chinese labor law and HR best practices.
Excellent communication and interpersonal skills, with the ability to manage sensitive situations diplomatically.
Proven leadership abilities and experience managing a team.
Fluent in Mandarin and English.
Technical Skills
In-depth understanding of HR Operation and payroll, RPC labor law; proficiency with reporting protocols and regulations.
Proficient in HRIS systems and HR analytics tools. Rich experience of SuccessFactors all modules is a plus.
Strong analytical and problem-solving skills.
Effective use of Microsoft Office.
